Declaration of conformity

         In Uzbekistan, product certification procedure is the official form of conformity validation that includes the execution of certificate of conformity or declaration of conformity. Some items can be accompanied with a notice. Products are certified for compliance with the requirements of regulatory documents.

What is a declaration of conformity?

         Declaration of conformity is a document where manufacturer or seller certifies that products manufactured or supplied by them are in accordance with the requirements of existing standards. Declaration is issued for batch of products or serial production. Declarations of conformity can only be issued by accredited certification authorities operating within the territory of Russia, regardless of region where the applicant is registered. Today, there are no standard forms for declaration registration: manufacturer shall fill in the declaration himself and register it in the certification authority. Legal entities and individuals (whether they are sellers, manufacturers or foreign manufacturers) may issue such declarations. Declaration of conformity is a legal basis for product labeling with a conformity mark.

How to determine, whether declaration of conformity is required or not?

          The list of products subject to regulatory certification manufactured in the Republic of Uzbekistan and imported into the territory of Uzbekistan was approved by the Resolution No. 318 of the Cabinet of Ministers “On additional measures aimed to simplify the product certification procedure” dated July 6, 2004 and Resolution No. 122 “On additional measures aimed to improve the certification procedures and implement the quality management systems” dated April 28, 2011. This list specifies products in accordance with Foreign Economic Activity Commodity Nomenclature (FEACN). The list is updated annually and amended in line with adoption of new regulatory acts related to consumer’s health and interest protection issues. Product manufacturers or suppliers usually prepare a voluntary certificate of conformity together with a declaration of conformity.

Documents required for execution of declaration of conformity for products and services.

Declaration and the following documents certifying the product conformity shall be attached to application form sealed with the Applicant’s seal:

• product test report by accredited or certified testing laboratory;
• raw materials, accessories test reports;
• quality system certificate (ISO 9001);
• a copy of sanitary-epidemiological certificate (if required) and information on other requirements specified in regulatory documents (veterinary and phytosanitary certificate, environmental certificate).

Declaration shall contain the following data:

• name and address of supplier who submits a declaration;
• product name, type or model number and additional descriptive information on products (batch number or serial number, grade, etc.);
• accurate and long title of referenced regulatory document;
• date of production, batch or lot size, shelf life, transportation;
• date of declaration submission;
• full name, position and signature of authorized person acting on behalf of supplier;
• reference to quality system certification;
• name and address of testing laboratory, reference to its accreditation document.

Additional information confirming the product conformity can be provided in declaration at supplier’s discretion.
