Certificate of Conformity

        In Uzbekistan, product certification procedure is the official form of conformity validation that includes the execution of certificate of conformity or declaration of conformity. Some items can be accompanied with a notice. Products are certified for compliance with the requirements of regulatory documents.

What is a certificate of conformity?

        Certificate of conformity is a document issued in accordance with system certification regulations to verify the certified product compliance with the requirements.

 

How to determine, whether mandatory certificate is required or not?

          The list of products subject to regulatory certification manufactured in the Republic of Uzbekistan and imported into the territory of Uzbekistan was approved by the Resolution No. 318 of the Cabinet of Ministers “On additional measures aimed to simplify the product certification procedure” dated July 6, 2004 and Resolution No. 122 “On additional measures aimed to improve the certification procedures and implement the quality management systems” dated April 28, 2011. This list specifies products in accordance with Foreign Economic Activity Commodity Nomenclature (FEACN). The list is updated annually and amended in line with adoption of new regulatory acts related to consumer’s health and interest protection issues.

What is a voluntary certificate of conformity?

          Voluntary certification is performed based on the Law of the Republic of Uzbekistan “On certification of products and services” at applicant’s request to validate the product compliance with the requirements of regulatory documents

          Voluntary certification of products is applicable to goods not included in approved commodity nomenclature or for products subject to mandatory certification, which shall be tested in accordance with the requirements other than the safety requirements of the Nomenclature. Voluntary certification procedure is performed at the applicant’s discretion, in accordance with certification schemes similar to mandatory certification schemes: first, laboratory testing of product is conducted, and only after such testing a final document is issued. Certificate of conformity can be issued for a period of one to three years. Voluntary certification of products to be certified in accordance with mandatory certification procedure doesn’t substitute mandatory certification of such products.

You will need the following documents to obtain a certificate of imported products:

  • application form sealed with the Applicant’s seal;
  • a copy of regulatory document related to manufactured products (if any);
  • product labeling sample (product information);
  • shipping documents with a note about arrival to the customs territory of the Republic of Uzbekistan (waybill, invoice, bill).
  • a copy of sanitary-epidemiological certificate (if any).

You will need the following documents to obtain a certificate of conformity of manufactured products:

  • application form sealed with the Applicant’s seal;
  • a copy of regulatory document related to manufactured products;
  • product labeling sample (product information);
  • a copy of sanitary-epidemiological certificate (if required).

The procedure of product certification includes:

  • filing of application for certification (application form);
  • analysis of regulatory documents related to specified products and analysis of other documents attached to the application;
  • application decision making;
  • identification, sampling;
  • preparation of test program in accordance with mandatory requirements of regulatory document related to products;
  • analysis of product production status (for certification schemes 3 and 4)
  • sample testing in testing laboratory;
